worship. boston cardinal sean o'malley led mass about three miles from the vatican. he is one of dozens of cardinals celebrating mass. catholics fill the pews knowing they might be watching the next pope. >> let pray the holy spirit will allow the church to choose a new pope who will confirm us in our faith and more visible. >> reporter: the cardinals the start the search for a new leader when the conclave begins on tuesday. final preparations are underway at the sistene chapel and jamming equipment is installed to prevent electronic eavesdropping. the election process itself is far from high-tech. the workers set up the chimney and stovele that burn white smoke alerting the world that there is a new pope. in the past century, no conclave has lasted more than five days, but this time, there is no clear front-runner and that has many catholics talking about how long this process

>> i will join you in the speculation. that is what reporters here in rome have been doing the entire week. what we hear from vatican watchers is the longer it takes to make a slick, the greater a choice of an american. there is a voting bloc of italians, cardinals here, voting blocs from other parts of the world. the italians still control things. if they can't come to an agreement early on, then dolan, o'malley, americans would be fallbacks, second tier or third tee on the short list of possibilities. >> okay, the old brokered convention play. all right, randall, thank you so much for joining us live from the vatican. good morning. even with the new high prices, tickets are going fast for seats at the new 49er stadium. it's going to be open in 2013. >> three quarters, 68,500 seats are sold. the preparations and fans have spent $400 million on tickets, the most expensive seats are gone like the luxury boxes and

club seats at mid-field. average ticket prices are double those at candle stick. >> and this is really educating the people on the difference between candle stick and the new building. just the benefits and amenities, transportation, access, the amount of events the building could host as i am sure you're aware, we're bidding on a super bowl coming to the site in the near future. >> the 49ers say 70% of the tickets are return customers and for people with the -- without the big bucks, there are plans to spread out the cost of seat licenses over 10 years. construction of the new bay bridge crossed a major mileone yesterday. 136 concrete trucks went to work carrying more than 1200 cubic yards of concrete. that was poured on to the final deck section covering the length of three football fields n.2012, caltransmoved the lanes lightly to the south allowing the construction of the eastbound lanes. >> and with that westbound traffic out of the way, they

could demolish the original westbound lanes and finish this eastbound deck. we're happy to open it to the driving public at the same time. >> and the original plan would have opened the new span up to a half a year before the eastbound lanes and it's a $6.4 billion project that is expected to be completed in september. and we're counting the days until the new grand opening. kpix is your official station for the opening of the new bay bridge. in other bay area headlines, a recall election begins in the coastal community of half moon bay stemming from a fight over who should run the city's fire stations. backers of the recall want to throw out three board members of the protection district who voted to end the contract with calfire, the state agency in favor of turning over controls to the locals. critics say the local control is not -- has not worked well before and recall balloting continues through april 2 nd

is. on wednesday, san ramon residents will get to see plans for the new ramps and they're going to be for buses and car pools that are going to be handling the traffic to business centers. the $102 million projects aimed at easing traffic congestion in that area. and now this morning, the fresno county animal sanctuary where a volunteer was mauled to death by a lion and is going to reopen the first time since the attack. the area's called project survival cat haven and is going to hold a moment in silence at noon for the victim of that attack. it occurred wednesday when the 24-year-old diana hanson was attacked by the 450-pound lion named couscous. she was cleaning an enclosure. the lion was shot and killed by sheriff's deputies. and a sailing mishap off of the southern california coast has killed one person and delayed the rescue of four to five others. >> the u.s. coast guard crews from san diego were called out after a racing sailboat broke a

part in a surf near san clemente island. the crew issued amyday after the 32-foot sailboat's rudder sailed and the craft began drifting toward the rocky shore of san clemente island. after making it to shore, they were hoisted on to a coast guard helicopter and taken to the hospital, where one man was pronounced dead. the coast guard spokesperson said one of the survivors kept the situation from getting worse. >> and he mustered all of the survivors and got them all underneath one of the arrests that -- rats that was on the beach -- rafts on the beach. they were cold by the time they got to the beach. >> the crew initially declined help from the coast guard and other boaters and they requested a tow boat, instead, but eight-foot swells and high winds made that impossible. chuck hagel believes that american officials can work things out with gap leaders over the presence of u.s. commandos. >> hagel met with u.s. troops today and he was responding to an order by afghan president

week. in the satellite loop, we have high clouds streaming over the pacific northwest. high pressure that is out of the pacific. nice today. sunny and warmer than yesterday and which is also gorgeous. a great saturday and if you're heading out of the bay area, the usual footprint of fog in the central valley. the numbers are in the 70s in sacramento and into fresno. 63, monterey and the bay area, 60 today. 64 degrees, 67 at liver mor; 69 at concord and the expended forecast. looking for plenty of sun this we and moving as warm as the upper 70s by wednesday. around the bay, the numbers are in the 70s as well and by next weekend, we'll finally begin to ease off the high pressure. the temperatures come into the 60s for the meantime. plenty of sunshine on the way today. have a great sunday. >> going to be a great day for sunday's street. and they going to be closed from 11 to 4:00 p.m. another gun buyback this weekend netted nearly 350

weapons, including a rocket launcher, believe it or not. the officials at the solano county fairgrounded the $30,000 of cash and gift cards were turned away and they got 100 bucks for this you wering -- turning them in and if you turned in an assault rifle, you got 200. the spokesperson said make sure the weapon selected will not be back on the streets. >> and as soon as we receive the weapons, we make sure they not stolen. if they're not stolen, we take them back. if we can, we will destroy them on scene. we will have armors here that will destroy them and they'll never be used again. >> the event was set to start at 10 yesterday morning but people started lining up as early as 7:00 a.m. and confirms about gun shows in the news right now, that includes an event happening at the cow palace. he wants to make it easier for officials in affect to stop the gun shows from happening. his new bill would require

approval from san francisco and san mateo county supervisors before any gun show could go on. >> that's right and this morning, i sat down with him and asked him point-blank if this is aimed at a ban or not. >> we're not trying to ban anything. we're saying as governor brown repeated throughout his administration, keep the decision-making closer to those who will be impacted by the decision made. >> and locate be honest here. >> yeah. >> you're out to ban the shows at the cow palace. you're saying rather than the the state doing it, we want to give the locals to the -- the power. my question is why? >> the bill will require the boards of supervisors of each county, even though the land is owned by the state, approve a resolutions saying we support a gun show. i can't this will you -- tell you who is going to be a record 40, 50 years from now and if there was a change of heart. >> cut to the chase. >> sure. >> and i want to know why is

that -- and all appear to be law-abiding, following the gun control laws in the state of california. why do you want them back? or is this a political statement in. >> i asked the question to your audience: raise your hand if you would like a gun show across the street from your home. raise the hand if you want a gun show across from the child's school. the neighborhood doesn't want it, why are we not listening to what the neighborhood wants? why are we the state imposing it in the community that doesn't want that. that is the point. >> okay, and if that was the critic of your proposal, i would say france is a place where you would clear dave's -- days in honor of porn stars, you hand out needles to drug addicts on demand and you draw the line here. you're making what the -- what is the logic? >> this is not me. i'm representing my constituents who don't want the gun shows and we're talking about neighborhoods that live in virtual war zones.

the highest rates of gun- related murders and incidents are in the neighborhoods. thy don't want the glamourization or the commercialization of guns write rite in their front yard. >> okay. >> and if the palace is controlled by the state. >> yes. >> why don't we move to have the state ban gun shows from the facility? >> we have tried that. arnold schwarzenegger vetoed a bill to do just that. this seems to be a more reasonable approach. it's about local control and this is just about local control. again, the governor's whole team of his administration, let the decision making be closer to the people affected by the diction. >> and this is interesting to note while we talk about guns and you want to ban them, the state had a program for picking up the guns illegally held by people, felons, sex offenders and mentally disturbed people. >> yes. >> and yet the legislature and governor stripped tensof

millions out of the fund in order to balance the budget. thanks to you, we got the money back. but what does this say to the arguments of people why don't we enforce the law now instead of putting restrictions on them? >> what we're doing at the gun show and cow palace has nothing to do with restricting gun ownership. you're talking about the fact that there were about 40,000 weapons, including over 1600 assault weapons, in the hands of people who can't -- [ indiscernible ] >> right. >> and it's the job of the department of justice and the attorney to confiscate the weapons. >> right. but the governor and the legislature stripped them of the funds j. we were using general fund money until's few years ago. a few years back we had to cut everything out of general fund spending. there is a pot of money that has over $25 million of surplus in it. >> right. >> the attorney can statitoriley use currently. >> i know. but you took that, you took the money and used it elsewhere and after newtown, came back and said we made a mistake. we have to give the money back.

>> no, no. we borrowed some money from at thaaccount. even without the money the general fund owes this account, the record of sale fund, accounts and there is tell a $25 million surplus. >> that proposal is obviously not going go over well with people concerned about gun rights and they're mobilized right now because of the political climb at-- climate. >> right, they're not in san francisco or san mateo, not the majority vote there. >> i think the unc people and part of southern california would be concerned about this specific measure because. >> and that is why i think, what you think is in the state legislature, possibly hitting a brick wall over two things. one, like you said, people in southern california or elsewhere saying if they can do it here, they can do it there. >> sure. >> and the second thing, if it's gun shows today, the rap shows tomorrow s it a car show down the line in is it something that the locals political say we don't want or it goes against our values, then they get to say what comes in and what doesn't in the

after authorities shutdown a massive tent city. . welcome back. outreach coordinators are working with the homeless people in the south bay after a massive tent city was shut down. the san jose police cleared out the encampment on friday and warnings went out to 100 homeless people who were camping out there telling them it's time to move o. cleanup costs? they were estimated between 20 and $30,000. now, authorities say that they are about -- there are about 60 homeless camps in santa clara county alone. this stuck out because this was it was located near san jose- mineta international airport and got a lot of attention. >> certainly an eyesore, travelers can spot it from above. we talked to one person kicked out of the tent city. my first question to him, you're living her for a couple of months and how did you end up here? >> i think the miscontention story -- miscopsings for a lot of people is that people homeless choose to be. >> you don't choose to be.

this happens to you. i'm educated and there are other educated people around here. we grew up with moms and dads and christmas morning and this is what happens. we're fortunate to live in the bay area, the united states, in particular, you know. we have so much, we take so much for granted but a lot of people don't, myself included, save for the future. a little hiccup here and there and you can end up outside. >> so we know there are shelters available and the city said it's made beds available to every person living in this encampment. why not go there? >> if you added up all the beds that were available, they still have a shortcoming of about 2/3. there is one gentlemen out her -- gentleman out here who said with a thousand shelter beds and 6,000 people, not far off, and then you have the different shelters, some of them have hygiene problems, some of them have riffraff, some of them you just -- they not clean. >> the causes of homelessness

often alcoholism or mental illness. is that what you seeing amongst the people living here? >> it's a common footnote, but not everyone out here is like that. there are is an author and other people around here who came across the country in one form or another and get stuck here. not unlike request any other migration, you know. this has shades of port-au- prince all over it. you have a small disaster. this one's economic, and then you end up with people walking around looking like refugees inside the borders of the united states. >> that -- borders in the united states. >> he was able to find a room in one of his friend's mother's houses and he'll have temporary housing. that is a problem with a lot of folks. they find something temporary and end up back in the same situation. >> some of them, especially those outside, don't want to go into shelters. i have gone to those camps as well as you have time and time again, the feeling is that the shelters report safe, the people in there are sometimes even in more desperate straits

than the people on the tents. they have their own community out there and they want to keep it out there. >> and a lot of people don't want to follow the rules in the shelter. there is no drugs or alcohol and that is a problem for a lot of people, too. >> exactly. >> and there is a catch 22. some of the people in the tent cities are more, it would be more able to get out of homelessness than the people in the shelters. >> absolutely true. all eyes on vatican city this morning. >> that's right, the cardinals are getting ready to elect a new pope. next, we'll look at the preparations underway for that conclave. >> plus, the 49er faithful driving up ticket sales for the new stadium. wait until you hear how much mean some of the biggest fans are shelling out. ,, when i take a picture of this check, it goes straight to the bank.

passenger with the injured child ran in a different direction. they saw the driver run into the house that is known by police for drug activity. no word on any arrests yet. and headlines around the bay. a construction milestone. 136 concrete trucks went to work yesterday carrying more than 1200 cubic yards of concrete. it was poured on to the final deck section covering the length of three football fields. it's a $6.4 billion project expected to be completed in september. san jose's minimum wage increase to $10 an hour takes affect tomorrow. the voters approved the measure in november by a 59% margin. the i initiative was introduced by san jose state students and a broad coalition of labor, non- profits and community groups. that is going to work with the business community to bring more shoppers and diners to san jose and they're hoping that more business will make up for that extra cost. >> okay. going to take a look at what is

left of homes that are being torn down along the massachusetts coast as a result of the latest storm. it's at plum island beach, a zone destruction where homes were smashed to pieces by the pounding surf and they littering the beach. they have put giant sand bags and concrete blogs to try to prevent it and ultimately, they proved ineffective. the state senator said more should have been done to protect the properties. >> when you see homes fallling into the ocean, clearly you feel that not enough was done and we should have done more. this is not a situation where we have done nothing. it's a situation where the totality of everything we have done hasn't been enough to protect these homes in this storm. >> plum island is a barrier beach that once had massive dunes of sand. it's clear now th years of powerful storms have taken their toll and they're not working anymore. all right, in other national news, defense secretary chuck hagel is meeting with karzai. >> he met with u.s. troops earlier and believed that

american officials can eventually work things out with afghan leaders over the perhaps of u.s. commandos. mr. karzai ordered them out of a province near the capital because of allegations the afghans working with u.s. teams were involved in torture. >> and at the white house, the sources say president obama is poised to select thomas perez as the next secretary of labor. perez is the head of the justice department civil rights division and is expected to have support from both organized labor and the hispanic community. the former labor secretary resigned in january as the terms changeed. meanwhile, the house is not making any official comment on the matter. >> can you find the first lady michelle obama on twitter tomorrow. she's going to be answering questions on her let's move initiative. that program is celebrating its third anniversary this year. the let's move initiative aims to solve the problem of childhood obesity within one rennulation -- generation. coming up, the bay area bid for the super bowl.
